- Match every document: model numbers and ratings on reports must match the sample and purchase specification.
- Validate real use: test the intended engines, battery condition, temperature range and repeated-start duty cycle.
- Calculate landed cost with current data: use the final HTS classification, origin, freight route, dangerous-goods charges and channel fees.
2. US Compliance: What Each Item Actually Means

3. Tariff and Landed-Cost Strategy Without Guessing
Do not build a quotation around a generic “jump starter tariff rate.” The US Harmonized Tariff Schedule uses legal classification rules, and a multifunction product may not classify the same way as a standalone battery pack. Additional duties also depend on origin and current measures.
Give your customs broker the complete specification, product photos, operating description, battery arrangement and principal function. Ask for the proposed 10-digit HTS code, ordinary duty, additional duties, fees and the assumptions behind the classification. For a material or repeated program, consider requesting a CBP binding ruling.

4. Select a Product by Application, Not Peak Amps Alone
Peak-current claims are not directly comparable when brands use different test conditions. For a defensible assortment, request the test method and validate the complete starting system.

5. Supplier Due-Diligence Pack
Ask every shortlisted supplier for the same evidence so quotations are comparable:
- Signed specification with model, cell configuration, nominal voltage, capacity and watt-hours
- UN 38.3 test summary that matches the cell or battery design and named manufacturer
- FCC test/authorization evidence appropriate to the final electronic and radio configuration
- Safety certification or test reports required by your target channel
- Bill-of-material control, incoming-cell checks, final inspection and traceability method
- English manual, warnings, packaging artwork and responsible-party details
- Written defect criteria, warranty workflow, spare-unit policy and change-notification process
6. OEM and Private Label: Control Changes Before Production
Private label should begin with a controlled product brief. Separate cosmetic changes—logo, box and manual—from technical changes—battery, PCB, charger, clamp or radio module. Technical changes need a compliance-impact review before sample approval.
